City of Lincoln Council

The purpose of this study was for Shining Earth® to provide expert assistance to Lincoln City Council to form a strategy for the city-wide approach to policy formulation on climate change and energy security. Lincoln City Council aims to make climate change a key priority and has recently launched its own ‘Climate Change Strategy’. This targets a minimum 10% reduction in carbon dioxide emissions by 2013 in council buildings, transport and services.

Address energy and climate change in Lincoln City both through planning policy and more widely for achieving zero carbon/carbon neutral developments on the proposed urban extensions at the Western Growth Corridor and the North East Quadrant in Lincoln.


Shining Earth® considered various options that might be used to reduce emissions of greenhouse gases, and provide a secure and renewable source of energy and limit environmental impact including: Wind Turbines, Anaerobic Digestion, Combined Heat and Power (CHP), and Zero Carbon Housing.

Shining Earth® made 30 key recommendations, providing state-of-the-art information that could be used by City of Lincoln Council to adapt and mitigate the effects of global warming and climate change. Our recommendations were developed to benefit both Lincoln City Council the environment and renewable energy industry; improving business and the environment in harmony.
